The Combat Identification Automatic Target Recognition Technology (CATCH) ARA program completes work primarily ranging from TRL 3 to TRL 7 in modeling, simulation, and analysis (MS&A), technology development, integration, test and evaluation (T&E), and transition coordination. The program will look at the follow areas:

• Sensor exploitation from multiple warfighting domains with focus on air, ground, and surface targets
• Exploitation and fusion of multiple sensor modalities, including active and passive modes, from single and multiple platforms
• OMS technologies and third-party software and/or mode exploration

  This solicitation is for Call 02 being issued under the Combat Identification Automatic Target Recognition Technology (CATCH) ARA.Call 02 focuses on the following areas of technical interest:

  • Data generation and further CID R&D
  • CID and fusion software and algorithm development
  • System maturation and transition

SOUP is being solicited as a 1-STEP CALL FOR PROPOSALS under the Autonomous Decisions, Algorithms, and Modeling (ADAM) Multiple Authority Announcement (FA2377-25-S-1207).

The objectives for the program are to develop new algorithms for tracking and sensors resource management, modifying existing algorithms, conduct experiments to measure effectiveness of combat identification (CID), integrate with other CID algorithm improvement efforts, and simulate scenarious to measure algorithm performance.

The Army Applications Laboratory (AAL) and the Fires CDID are seeking technologies related to low latency, and bandwidth efficient data transport as a Special Topic under the AAL Broad Agency Announcement (BAA) W911NF-24-S-0008 for Disruptive Applications and related research as described below. Upon receipt, the Government will evaluate submissions through the process established in the AAL BAA, except as modified herein. The Government reserves the right to cancel this special notice without award for any reason. Issuance of this notice does not commit the Government to pay for any preparation costs incurred in compiling a response.

As a general matter, all requirements referenced in BAA W911NF-24-S-0008 apply to this effort. The Government anticipates awarding one or more procurement contract under this Special Topic, but will consider other potential award types listed in the AAL BAA, to include procurement contracts, grants, cooperative agreements, and Other Transaction Agreement, and Technology Investment Agreements. A follow-on production contract or transaction may be awarded to participants awarded an OTA and that successfully complete a prototype project under this Special Topic.

DEVCOM Army Research Laboratory–Army Research Office (ARL-ARO) in partnership with the Laboratory for Physical Sciences (LPS) is soliciting proposals for research in Quantum Characterization, Calibration, and Control (QC3). This is a proposed four-year program and is primarily focused on three topic areas in the field of quantum computing (QC).
The topic areas are as follows:
(1) Characterization:
• Primary Research Goal: Advance the state-of-the-art to quantitatively assess the performance of qubit operations in multi-qubit circuits and to extract error-models.
(2) Calibration:
• Primary Research Goal: Advance state-of-the-art for bring up of multi-qubit circuits for high-performance operations near or better than fault-tolerance thresholds.
(3) Control:
• Primary Research Goal: Advance state-of-the-art control techniques to operate multi-qubit circuits operating near or better than fault-tolerant thresholds, accounting for the specifics of error-models for the circuit.

MATHEMATICS IS THE SOURCE OF SIGNIFICANT TECHNOLOGICAL ADVANCES; HOWEVER, PROGRESS IN MATH IS SLOW. Recent advances in artificial intelligence (AI) suggest the possibility of increasing the rate of progress in mathematics. Still, a wide gap exists between state-of-the-art AI capabilities and pure mathematics research.

Advances in mathematics are slow for two reasons. First, decomposing problems into useful lemmas is a laborious and manual process. To advance the field of mathematics, mathematicians use their knowledge and experience to explore candidate lemmas, which, when composed together, prove theorems. Ideally, these lemmas are generalizable beyond the specifics of the current problem so they can be easily understood and ported to new contexts. Second, proving candidate lemmas is slow, effortful, and iterative. Putative proofs may have gaps, such as the one in Wiles’ original proof of Fermat’s last theorem, which necessitated more than a year of additional work to fix. In theory, formalization in programming languages, such as Lean, could help automate proofs, but translation from math to code and back remains exceedingly difficult.

First Step: WHITE PAPER DUE DATE AND TIME: 2-page White Papers will be accepted until 7 May 2025 at 2359/11:59 pm ET. White Papers may be submitted at any time during this period. White Papers received after specified date and time will not be considered for selection. Interested vendors can submit questions/inquiries to iljun.yun@dodiis.mil by 15 April 2025. Virginia Contracting Activity (VACA) will publish all received questions and VACA’s responses in SAM.gov by 18 April 2025. All white papers shall be made to the designated Submission POCs below. White paper submission may result in follow-on engagement between 14 May 2025 and 16 May 2025.

Second Step: PROPOSAL DUE DATE AND TIME: In accordance with this Call, VACA will down select vendors from the first step to submit a Step 2 proposal. Proposal instruction will be provided in a separately issued Requests for Proposal (RFPs). Proposal is due by 30 May 2025 at 2359/11:59 pm ET.
